I don't see Tinkering anywhere on my skill tree so, I'm wondering whether or not it's a skill that we can level up yet?

I could have sworn that I read something about being able to level it up, but seeing as the forums search is broken I can't find what I thought I read.

I believe there is. When I first rejoined, I was only able to tinker certain items but after some time tinkering,  a few new items were added. However, it seems to have a plateau that isn't as high as it was in glitch
